A Maritime Board of Inquiry investigates the loss of the merchant ship, the Black Rover . Its captain, Jim Parker, offers the following testimony on his own behalf: Jim is recommended by Fred Winthrop to his father, owner of the Winthrop Shipping Line, to command the Black Rover after its captain and crew refuse to make the voyage. Jim, who has just received his captain's papers, agrees, unaware that Winthrop is illegally running a cargo of contraband weapons. The film has never had a theatrical release. Production began in 1930 under the title "Contraband," stopped when the producers ran out of money, then began again under the title "Contraband Cargo." Production soon stopped again and was not resumed until 1939, when new footage was shot and footage from HELL HARBOR (1930) was edited in. The film was still deemed not suitable for theatrical distribution, and it was not until 1949 that it was finally released... for late night airing on television.

Tex finally proves that the Cuttlers have been treating the cattle with acid to give a false impression of the hoof-and-mouth disease.

Outside, Billy is ambushed and slightly wounded, and is taken to the express office by Jim Morgan where Mary Barton, the local agent, agrees to tend him until the doctor arrives. Billy turns over the loot he took from the outlaws and he is appointed sheriff, with Fuzzy as his deputy. The Lazy A gang brings in a noted gunfighter, Gil Cooper, who turns out to be Billy's brother. Billy, Gil and Fuzzy eventually rout the outlaw gang, and Gil remains behind with Mary as Billy and Fuzzy ride off.

Later Alibi arrives and the three go to work when outlaws trick the Pembroke ranch and it's neighbor into a gunfight with each other.

In Old Wyoming, a gang is plundering stagecoaches of shipped currency and a crusading newspaper editor is trying to get the local marshal replaced, because of his apparent failure to catch the gang, which seems to disappear into thin air after every robbery. The situation escalates when one of the stage drivers is mortally wounded; so the marshal sends for his friends, the Range Busters, to help him catch the criminals. Meanwhile, even the marshal's fiancee, the editor's daughter, turns against him in favor of an aggressive agitator for law and order - who secretly is leading the robber gang.

Bolton's men blow up the wagon carrying the mine payroll and Marshal Crash Corrigan is supposedly killed in the explosion. A man finds his badge and gives it to Bolton. Thinking Crash dead, Bolton gives the badge away and it ends up with the Sheriff. Crash is OK and the Range Busters know Bolton is the head of the gang but that he gets his orders from someone else and that is the man they want.

Meadows seeks their aid against a gang of outlaws terrorizing his town. Ernie Willard, Dorrie's brother, has been taken in by Tex Laughlin who is using the Willard ranch as an undercover for his real occupation as a member of a gang of outlaws led by Tim Douglas, a supposed friend of the Willards.

Ma Turner of Red Bluff sends for U.S.Marshal Buck Roberts to investigate a series of wide-spread rustling in the area. Town banker Miller, saloon-owner Duke Mason and the crooked sheriff are in cahoots with rancher John Holt, but they double-cross and kill him. His son Steve witnesses the murder and kills the sheriff. Buck arrives and arrests Steve. Marshal Tim McCall, posing as an outlaw, gains the confidence of the gang and engineers the escape, with Buck's knowledge, of Steve from the jail. Sandy Hopkins, the third Marshal of the trio, poses as a peddler and learns that the gang intends to do away with Buck and rides to the Turner ranch to warn him. "Nevada Jack" McKenzie (Johnny Mack Brown), a U.S. Marshal working undercover, watches the game and secures one of the "fixed" decks of cards. Later, Tom discovers Crowley's men rustling his cattle and is shot. Nevada finds him severely wounded and hides him with Jeff Lewis (Sam Flint) and his daughter Mary (Ellen Hall). Sandy, posing as a dentist, arrives in town after a wire from Nevada. The latter confronts Crowley with the crooked deck and also with the fact that Tom is still alive, and demands a partnership from Crowley. When Crowley learns that Lewis is hiding Tom, he decides to have both Tom and Nevada killed.
