U.C. 0097, one year after the opening of "Laplace's Box". Despite the revelation of the Universal Century Charter that acknowledges the existence and rights of Newtypes, the framework of the world has not been greatly altered. The conflict later dubbed the "Laplace Incident" is thought to have ended with the downfall of the Neo Zeon remnants known as the Sleeves. In its final battle, two full psycho-frame mobile suits displayed power beyond human understanding. The white unicorn and the black lion were sealed away to remove this danger from people's consciousness, and they should now be completely forgotten. However, the RX-0 Unicorn Gundam 03, which disappeared two years earlier, is now about to show itself in the Earth Sphere once more. A golden phoenix… named Phenex.

Director's cut release of the war/mecha anime series "FLAG" features famous scenes from the series edited together into a cohesive, realistic story about war. Camerawoman Shirasu Saeko's photo of residents of a war-torn Asian country struggling to raise the flag of the UN became the symbol for the movement of peace across the land. However, on the eve of a truce, the actual flag captured in the photo is stolen and war once again threatens to plague the land. To return the flag and establish peace in the land, the UN sends a lone mechanical army called the SDC (pronounced as Seedac—Special Development Command).

Chōdenji Machine Voltes V (超電磁マシーン ボルテスV Chōdenji Mashīn Borutesu Faibu?, Super Electromagnetic Machine Voltes Five) more popularly known as Voltes V, is a Japanese anime television series that was first aired on TV Asahi starting June 4, 1977. It was created by Saburo Yatsude (a pseudonym referring to a committee within Toei Company) and directed by Tadao Nagahama. Voltes V is the second part of the Robot Romance Trilogy of the Super Robot genre which includes Chōdenji Robo Combattler V and Tōshō Daimos. Like Combattler V, the series was animated by Sunrise and produced by Toei Company. The series was animated by Sunrise on Toei's behalf. This super robot along with the other two aforementioned super robots first appeared the USA as a part of Mattel's Shogun Warriors line of import toys, released in the late 1970s.

Saeko Shirasu is a 25-year-old war front-line photo-journalist who became a celebrity after taking a picture of civilians raising a makeshift UN flag in war-torn Uddiyana. The image then became an instant symbol for peace. However, just before the peace agreement is achieved, the flag was stolen by an armed extremist group in order to obstruct the truce. The UN peacekeepers decide to covertly send in a SDC (pronounced as "Seedac"—Special Development Command) unit to retrieve the flag. Because of her connection with the "Flag" photo, Saeko Shirasu was offered the job of following the SDC unit as a front line journalist. Among the SDC unit's equipment is the HAVWC (High Agility Versatile Weapon Carrier—pronounced "havoc") mecha armored vehicle.
