A nerdy young college instructor named Shinji Kikyo returns home one day to find himself the target of a mad assassin. Surviving somewhat miraculously, he fends off other assassins and with the help of reporter Keiko Tsurumaki and car mechanic Bill Otomo, eventually discovering that a "population control" association is really an assassination squad led by Shogo Mizorogi, who has been training patients of a mental asylum to become killers.

Shiba, a wandering ronin, encounters a band of peasants who have kidnapped the daughter of their dictatorial magistrate, in hopes of coercing from him a reduction in taxes. Shiba takes up their fight, joined by two renegades from the magistrate's guard, Sakura and Kikyo. The three outlaws find themselves in a battle to the death.

Charged with insubordination for punching a superior, Sergeant Kosugi is shipped to China in the last desperate days of the Second World War. A bad cop is engaged in a violent chase to catch a yakuza boss. In his absence his wife runs away with another man, who turns out to be the very same man that her husband is hunting. Now, ninja must fight ninja in a last desperate battle to save the shogunate.
