Reckless police inspector Sai Gau (Zhang Jin) is on a mission to crack down on criminal Shing's (Shawn Yue) gold smuggling scheme, yet fails to arrest him. As Sai Gau continues his manhunt, he discovers Shing's involvement with triad boss Blackie (Yasuaki Kurata), who hides on a casino cruise ship on the high seas. Shing has been involved in a power struggle within the smuggling ring, and is forced to kill his adopted father. He also loses his share of gold smuggling to Blackie. To get even, Shing appears on the cruise, while Sai Gau is there to hunt for him.
Following his confrontation with the nefarious DOA organization, Ken (Chow Yun Fat) is looking forward to going back to enjoying his retirement. His rest is cut abruptly short when his protégé Vincent (Shawn Yue), who's now working for Interpol, asks for Ken's help in taking down the real mastermind behind DOA, Aoi. The two head to Thailand, where DOA's former chief accountant Mark (Nick Cheung) has escaped with his daughter.
A fierce robber has plotted a major heist. But unfortunately, his plan was unintentionally foiled by two dispirited middle-aged best friends, and the stolen cash disappears. As a result, the trio has to run from the pursue of a policewoman, as well as engaging in a firearm in order to reclaim the stolen cash, putting their life on the line.

A suitcase full of tainted cash enters the picture as Kwok finds himself torn between the gangsters and his former colleagues.
