A 1925 Soviet comedy sponsored by the Soviet Finance Ministry, with a plot promoting the new economy. A small-town tailor, Petya Petelkin (Ilyinsky), bought a lottery ticket and handed it to his landlord, widow Shirinkina (Deykun) who wants to marry him. Petya is a hard-working tailor trying to start his own business. He is also in love with Katya (Maretskaya), whom he wants to marry. He has to survive a cascade of funny situations in the unstable Soviet reality, before his romance with Katya comes to a happy ending.

The story unfolds in a post-war town in Western Ukraine. The enemy agents are trying to subvert communist writer Aleksandr Garmash using ideological diversions. In parallel, a story is told about student Rostislav Danchenko who is being recruited by enemy agents. The story is pertinent due to resurgence of ultra-nationalist underground activity in Western Ukraine after World War II.

Ilya Semenovich Melnikov is a history teacher in an ordinary Soviet high school. He is a very good teacher and his students and colleagues treat him with a great deal of respect. However, Melnikov faces a lot of difficulties in his work. In particular, everybody at school is spreading rumors about Natalya Sergeyevna, an Enlish language teacher and a former student of Melnikov, being in love with him. Exhausted by his mental suffering, Melnikov asks the principal to allow him to quit his job. At the end of the week that is to become the last week of Melnikov's teaching career the students of his class write an in-class essay on how they understand happiness. Svetlana Mikhailovna, their Russian teacher, is shocked by what one of the students wrote in her essay, nevertheless, she allows her to read it in front of the class. The other students express support of their classmate. Melnikov gets involved in the conflict, after which he reconsiders his decision to quit...

Equally implausible is the acquaintance of the family with the young and proud Grisha Fokin, whose leadership role in the Young Communist League is never clearly defined and who is never seen engaged in any work or professional activity.

Once he meets a family of Volchaninov's living in the neighborhood, in which there are two daughters: the eldest (Lydia), a serious and strict girl with convictions, who tries to help ordinary people and doesn't like the artist very much for his idleness, and the youngest (Zhenya or Misyus), which soon takes a great interest in the artist. The painter also falls in love with Zhenya, but Lydia destroys their happiness ...

While a factory director is distracted by production problems, his adolescent son suffers from loneliness. The main protagonists of the film are Katya (Varvara Popova), the daughter of a factory worker and Andrey (Ivan Koval-Samborsky), the son of the former owner of the factory who illegally returns to the USSR to find treasures hidden by his father. The film title refers to the Communist party's appeal, after Lenin's death, to enlarge its membership.
